A sworn Russian to Turkish translation is made by a translator who has taken an oath before a Turkish notary. That oath is what lets a notary certify the translation, and it is why Turkish offices, courts and consulates accept it where an ordinary translation is not enough.

Names and script
Cyrillic has more than one Latin transliteration standard, so Sergey, Sergei and Serguei all appear in real files, and the passport uses the ICAO form. Russian names also carry a patronymic, which Turkish records have no field for and which is sometimes mistaken for a middle name or a second surname. We keep the passport spelling and set the patronymic out explicitly so it cannot be misread.
Before you send it
Russian-language documents from different states are authenticated by whichever country issued them, so a Kazakh certificate does not follow the Russian route. Confirm the issuing country first, because it decides who authenticates the document before translation.

It is translated and labelled as a patronymic rather than folded into the surname or given name, so the Turkish office can see which part of the name is which.
Do you translate documents from Kazakhstan and Ukraine?
Yes, where the document is in Russian. The translation is the same; the authentication step belongs to the issuing country, not to Russia.
